In games, especially FPS games, you're twitching the shit out of the camera with your mouse - 180 degree snap pans, etc., and it's nonstop - fast turn, fast turn, super super fast twitchy turn, fast turn. In film, camera moves are usually pretty slow, and the motion blur will show up mostly on fast-moving objects. IMO you don't want motion blur simply because you don't move the camera in an FPS the same way a camera moves in film. Even today in films, you often only turn on multi-segment, sub-frame motion blur in a shot if you really need it. Well, OK, that was a while ago, but still. Not that long ago, CG motion blur in films was all linear, no sub-frame stuff.
